Congregate Meals - All participating senior centers participate in both congregate meal and home delivered meal programs to help ensure the basic wellness of seniors. For those lacking a proper nutritious meal or unable to obtain meals by normal means, call the local senior center for assistance.

County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. Must be a resident in Nebraska for the past one year and 6 months of that year in Jefferson County.

State level services do not require wartime service. Assist in completing applications for the Nebraska Veterans Aid Fund, fee exempt fishing and hunting, park permits, applications to the Nebraska Veterans Homes, and waivers of tuition.

Federal level services provide and/or complete Veteran Administration forms for claims relating but not limited to service connected compensation, disability pension, widow's pension, burial allowance, grave markers/headstones, educational benefits, home loans, insurance, indebtedness, and character of service upgrades.

Provides heated facilities during cold weather and air-conditioned facilities during hot weather during regular hours of operation.

Offers library services and programs for everyone including story times for youth. Items that may be borrowed from or used in the library include DVDs, large print materials, audio books, magazines, and newspapers. The library also provides access to computers, WIFI access available, reference, and information services.

Free 4-line, 28 cell slate and a round or saddle stylus to any blind or low vision person needing one.  Individuals can request a free slate and stylus once per year.

Enforces regulations in investigating all complaints regarding possible infestations of disease carrying insects and/or rodents, notifies property owners of their responsibilities in maintaining a vermin-free premise, and advises them as to the abatement measures which must be implemented.

Monitors the presence of ticks known to carry Lyme Disease - residents of Scott County can deliver ticks to the department for identification.

The Animal Bite Investigation and Control Program monitors all reported cases of humans being bitten by animals for the purpose of protecting the health of the person bitten, as well as rabies control. Enforces the County Animal Control Ordinance and serve as a liaison between the victim/physician and the State Rabies Advisory Board.

Public library offering Internet access, free wi-fi, computer classes, and free access to Ancestry.com and FamilySearch. Provides books, e-books, audiobooks, DVDs, video games, board games, puzzles, cake pans, projectors, tables, chairs for loan; free meeting room space. Purchases books for patrons. Provides tax forms, fax, copy, scanning, laminating, and CD/DVD cleaning services. Search local obituaries and high school yearbooks on site. Laser cutter, heat press, and mug press available for free use; training available.

Reading at Home (RAH) door delivery program for homebound.

Activities include summer reading program, preschool story time, Library Beats program for toddlers, Friday Friends Playgroup on the second and fourth Fridays of the month for children birth to 5 years, bingo on the third Wednesday of the month for any ages, needlecraft club, monthly adult programs, and other special programs. Family craft days, family board game nights, video gaming, Anime Club, Lego Club, teen book club, D and D Club, Saturday morning cartoons, Trading Card Club, and other activities for youth and adults.

Advises and aids veterans and their dependents in applying for federal benefits through compensation or pension claims. Emergency financial assistance for burial expenses may be available. Can also assists with applications for benefits made available by federal, state or local laws.

Counseling services covering a range of topics, including:

- Depression and anxiety.

- Grief and relationship concerns.

- Alcohol and drug use, including opioids and heroin.

- ADHD assessment and treatment.

- Bipolar Disorder.

- Difficult life transitions.

- Post-Traumatic Stress Disorder.

- Health issues related to diet, exercise, tobacco use, etc.

Counseling services also available at certain local schools.

Offers activities including game days (cards, bingo, Nintendo Wii games, life-size Jenga); craft activities (painting, crocheting and adult coloring); jam sessions for those who play an instrument or enjoy singing a tune; and Wandering Wednesdays bus trips to explore the destinations around the city and region.

Fitness classes including Silver Sneakers, line dancing, Tai Chi and self-defense classes.

Healthy cooking classes.

Kaleidoscope Cafe Meals are served at 11:30 am on Tuesdays and Thursdays, catered by Hy-Vee - Papillion Shadow Lake. Registration is required by 11 am the day before, and the center can accommodate a maximum of 50 guests during each lunch. Lunches cost $5 per person. Members are also allowed to register a guest of any age to accompany them for the same price.
