A comprehensive community college offering career and technical, transfer degrees, diplomas, and certificates designed to support a wide range of educational and career goals. The college serves recent high school graduates, adult learners, youth and individuals seeking to advance or change careers. NICC provides High School Equivalency (HSE) preparation/testing programs that help students build the knowledge and skills comparable to a high school education. The college also offers English as a Second Language (ESOL) programs to support non-native speakers in developing listening, speaking, reading, and writing skills necessary for success in academic, professional, and community settings. In addition, the college delivers workforce training, continuing education and short-term credential programs aligned with regional industry needs, helping students quickly gain in-demand skills and enter or advance in the workforce. 

Offers free HIV testing, counseling, and prevention services are available. Help is available to access PrEP (medicine that helps prevent HIV). Free condoms, STI testing through telemedicine, and harm reduction supplies are also available.

Provides food pantry services to residents of the area served. Visitors may choose a specified number of foods from each category (proteins, grains, vegetables, and fruits) and basic staple foods. Grocery items include perishable and nonperishable foods.

Personal care items (toothbrushes, soap, toilet paper, etc.) may be available when donations have been received.

First-time visitors receive a listing of community resources to help connect with other community services.

Provides energy assistance for eligible low income families in which a benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent.

Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.

Incentive program for pregnant women. Services include:

- Education and training on all stages of pregnancy

- Prenatal and postpartum

- Well-baby and youth care

- Adult, infant, and toddler health assessments and screenings

- Support in identifying a primary medical provider

- Pregnancy, STI testing, and counseling referrals

- Women’s health and wellness needs

- Nutrition and fitness resources

Financial assistance for mortgage, rent, or utilities, including water bill, if qualified. Do not provide security deposit or first month's rent. Do not help with utilities that have been turned off.

Provides limited direct pro bono representation for qualifying families statewide. Capacity is limited and determined after an initial consultation with the family. Only families with an income of 200% of federal poverty guidelines or below are eligible for direct representation.

Free soup kitchen.

Provides augmentative and alternative communication options through assistive technology, which enables children and youth with disabilities to participate more fully in all aspects of life. Offers social interaction, therapeutic activities and community engagement for clients.  Some of the activities are coffee, shopping, arts and crafts, cooking, health and wellness, visiting local attractions and volunteering.
