Provides financial help with heating and electric bills. Applications are accepted starting October 1st through August 15th or when funding is exhausted.
October is a priority period reserved for elderly, disabled, families with children 5 and under, and disconnected households. The general population can apply starting November 1st.
This program is not designed to pay a household's total energy costs. The amount of the benefit is based on number in the household, the 30-day income of the household and the source of heat. This is a one-time payment to the household's energy provider.

For Christmas 2025:
Project Santa’s Toy and Joy Shop Program empowers low-income parents to have gifts for their children on Christmas or their holiday of choice. Provides 3-5 new toys for each child, books, school supplies, and coloring books. Serves children ages 0-12.
For Christmas 2025:
To sign up for Project Santa, beginning December 1st through December 23rd, community members can visit the Timberlake Outreach Center or Council Bluffs Outreach Center (on the days they are open) and sign up their children (aged newborn to 12) to receive new toys for Christmas. This should be done during visitors' once-a-month shopping time. Please note that each child can only be signed up for this program once.
To sign children up for Christmas gifts, applicants must bring:
- A current piece of mail
- Social Security cards for each child (ages newborn to 12 years old) to sign up to receive gifts
- A document verifying the children’s ages (such as a birth certificate or Medicaid card)
To Shop for Toys: After sign-up, applicants will be given a confirmation sheet with an appointment day and time to come and shop for toys for the children who were signed up. Applicants will need to bring that confirmation sheet with them when shopping for toys.
The Toy N Joy shop is located on the main campus by the airport in Omaha, and will be open (by appointment only) from 10 am-6 pm on December 18th, 19th, 20th, 22nd, and 23rd. Parents cannot bring children with them to the Toy N Joy Shop.
Harlem Community Center Hand-n-Hand Child Care Center
Provides a state-licensed child care facility caring for a maximum of 225 children. Silver Star Quality Rating System facility. Accepts full pay and the Illinois Child Care Assistance Program.
Winnebago Public Health Department
Provides testing for residential wells and water quality, radon and lead, home/facility and food inspections, and a spay/neuter program for pets, as well as health education. Also manages an injury surveillance and prevention program including instruction on Tai Chi and Yoga.

Offers Child Care Expense Assistance through the Iowa Department of Human services is available to the children of income-eligible parents who are absent for a portion of the day due to employment or participation in academic or vocational training or PROMISE JOBS activities. Using an evidence-based poverty alleviation curriculum, individuals attend an 8-10 week long Getting Ahead class in a cohort of 12-14 people meeting once or twice per week, followed by Life Skill Coaching with certified coaches for as long as needed.
Individuals identify resources, tools, and skills needed to remove barriers to success in their lives. Participants, aka “Investigators”, investigate the root causes of poverty and how to make changes needed in their lives toward stability and self-sufficiency, through learning soft skills, SMART goal setting, building assets, decreasing debts, increasing salary and wages, learning and discussing hidden rules of economic classes, learning emotional regulation, and much more.

LIHEAP (Low Income Home Energy Assistance Program) assists low-income homeowners and renters pay for a portion of their primary heating costs for the winter heating season. Assistance is based on household income, size, type of fuel and type of housing. The application period is from October 1-April 30 for elderly and disabled households and November 1-April 30th for the rest of the households. Persons applying must meet 200% poverty guidelines.
LIHEAP also offers a crisis program that may be able to assist homeowners who are with no heat or limited heat during the off months of the LIHEAP program (May-September). The furnace component for crisis runs October 1-April 30th.
