Services may include emergency financial assistance for basic necessities such as rent or mortgage payments, utilities, burial benefits, transportation assistance (bus tokens) and food.

Offers a noon congregate meal for older adults in the Lincoln and Lancaster County. Meals may also be available for individuals ages 60 and under for a slight fee.

Offers single-family housing programs that provide homeownership opportunities to low- and moderate-income rural Americans through various loan, grant, and loan guarantee programs. 

Additionally, these programs may include assistance for essential home repairs to eliminate health or safety hazards, improve security, or address major system upgrades and replacements such as plumbing, heating, or electrical systems. Services are available to individuals in rural areas with populations of 20,000 or fewer.

The program aims to address the needs of eligible Veterans and their families to reduce suicide risk and improve mental health status and well-being by providing wrap-around, nonclinical suicide prevention support services to eligible households.

Provides an information line intended for those individuals needing information on how to apply for Medicaid or those already receiving Medicaid. Information: member inquiries, member enrollment, Iowa Care, billing issues, disease management or maternity management. *To apply for Medicaid contact local DHS office. CONSUMER CHOICE OPTION PROGRAM gives Iowans on Medicaid the freedom to choose service providers to assist them with their unique needs. To participate in the program, you must be receiving Medicaid funding through a Home and Community Based Services (HCBS) waiver and be referred by a case manager. Offers community presentations on sexual integrity, sexual education and parenting. Presentations are tailored to meet the needs and ages of the group/organization requesting the presentation.

City of De Soto requires pets to be licensed each year. The cost is $5.00 for spayed/neutered pets and $15.00 for unaltered pets. Must provide a current rabies vaccination certificate in order to purchase a license. License fees become delinquent after January 31st every year. The penalty is $5.00 plus $2.00 for each additional month the license is not obtained.

To purchase by mail, please send a copy of the current rabies vaccination certificate for each pet to be licensed, a self-addressed stamped envelope, and a check for the total annual fee payable to the “City of De Soto” at P.O. Box 100, De Soto, Iowa 50069.

Endeavors to obtain primary medical providers for DCFS wards and monitors their medical status provided by the caregivers. Rock Island Health Department is the lead agency for ten counties.

Offers Child Care Expense Assistance through the Iowa Department of Human services is available to the children of income-eligible parents who are absent for a portion of the day due to employment or participation in academic or vocational training or PROMISE JOBS activities. Provides a thrift store offering clothing, household goods, and furniture available at low cost to the community or vouchers if needed can be picked up at the Iowa Street location to be used here. Donations accepted at any time.
