Provides education and consumer assistance designed to facilitate enrollment of county residents in the Illinois Health Insurance Marketplace. People in need of assistance due to language barriers, technology disadvantages, or a lack of understanding of health insurance can arrange to meet a counselor in person to assist them. 

Provides plans, prepares, and responds to public health emergencies that may affect and could harm the community. Examples of such public health emergencies include pandemic flue, food-based diseases, natural disasters, hazardous releases, and terrorism. Before, during, and after major disasters, the Franklin-Williamson Bi-County Health Department (FWBCHD) works in a variety of wars, in a coordinated response, to protect residents.

Offers library services to everyone and programs for youth including story times. Items that may be borrowed from or used in the library include DVDs, large print materials, audio books, magazines, and newspapers. The library also provides access to computers, WIFI access available, reference, and information services.

Provides emergency and transitional living program for men, women, and families with children.

Vocational rehabilitation services include vocational guidance and counseling; training, tuition, and equipment; occupational equipment and supplies; assistance for establishing small businesses (NBE); job placement and follow-up services; and medical services.

Orientation and adjustment center.

Consultants for people who are blind or visually impaired.

Training in cane travel and independent living skills.

Home training.

Supportive services and transitional services for youth who are proceeding from high school to college.

Provides in-person and virtual tax assistance to anyone free of charge with a special focus on taxpayers who are over 50 or have low-to-moderate income for the 2026 tax season. Free, year-round tax assistance is also available on the Internet. Taxpayers can post tax questions to online tax assistors by visiting the website.

Provides a state funded program which provides services to youth who are at very high risk of incarceration in the State of Illinois prison system. Services include clinical treatment, case management, transportation, advocacy, and linkage to other services.

Provides a domestic violence program tailored to meet the needs of people who are deaf, deafblind, or hard of hearing and serves victims of domestic violence and any crime. Services provided by the CHS Domestic Violence program include:

- Counseling to help you cope with your situation.

- Assistance in reporting the crime to the police.

- Advocacy to ensure your rights are protected.

- Support in working with the police and court system.

- Assistance in applying for victim compensation.

Provides curbside distribution of holiday provisions for Easter, Thanksgiving, and Christmas.

Accepts donations of new or gently-used items are needed for our clothing and household pantry. Items need to be clean, in good condition, in working order, and include all pieces. Damaged or broken items may be turned away. Donations should not be left outside. **Please Note: If you are bringing more than 5 boxes or bags of donations to the Bidwell Pantry, please schedule a delivery time. Items dropped off at The Home Connection cannot exceed 2 bags unless calling ahead. 

Offers online support group that shares stories, resources, and sends positive messages in dealing with Autism.

​Provides non-perishable food items and donated fresh produce, when available, once a month. Diapers and formula also offered, when available.

Anyone in Polk County that would like to have the food delivered to their home can call for further assistance.
