- Prosecutes all felony, misdemeanor and traffic crimes committed in Hamilton County.

Provides houses built or renovated using as much volunteer labor and donated materials as possible. Recipients must be involved in the construction of the homes (sweat equity). Small monthly mortgage payments including taxes and insurance are repaid over a maximum of 25 years and deposited into a revolving "Fund For Humanity" which supports the construction of more houses.

Thanksgiving Dinner will be provided Thursday, November 27, 2025., 12 pm-1:30 pm at Community of Christ Church, 140 West Kanesville Blvd.

Meals are available for eat-in or delivery by reservation only. Available to Council Bluffs and local Iowa residents. Reservations are required and must be made by phone between November 10-21, Mon-Fri 9 am-3 pm. Call St. Albert's High School at (402) 671-5202.

Helps youth and young adults obtain full time sustainable employment at livable wages. In this process, if training/schooling is needed to reach this goal, the program can assist with tuition for schooling and job placement. Provides supportive services such as transportation, childcare assistance, and required materials for schooling.

Other services offered include placement in Paid Work Experience (temporary work up to 350 hours) and  On-The-Job training employer subsidy program (permanent full-time work).

Family Resource Program offers language skills, citizenship classes, translation and other assistance regarding INS documents, birth certificates, marriage certificates, high school and college diploma, educational transcripts, and health care services. Offers tax return filings to the community. Employment assistance to job seekers, and employment Bulletin Board information and referral services through bilingual radio program.

Parenting Kindly education to Asian parents.

Youth Leadership Program where youth meet every week to learn leadership skills, community and cultural involvement, and career development skills. Offers Asian Student scholarships - currently provides four (4) $500 scholarships to Asian graduating seniors from any Lincoln Public School.

Seniors Program provides weekly group education programs at the center providing health and behavioral health services to Asian elders.

Cultural education through sharing and presenting the Asian cultural information and activities in Lincoln/Lancaster County. Other cultural activities such as lectures, Tet festival, talks and a number of multi-cultural training sessions, Vietnamese and Chinese language classes, and cooking classes are organized at the Center for a wide variety of groups throughout the year. Cultural and resource orientation classes are offered to New Americans and refugees to educate and share cultural aspects that will help to the refugee community to understand and adjust to have a harmonious life.

Help consumers prepare electronic and paper applications for SNAP, unemployment, legal aid and resumes.

Public library services. including computer access, wireless access, copying/faxing/scanning, public meeting spaces, wi-fi hotspot lending, as well as Explore More Illinois cultural pass program.  

Offers adult and monthly childhood Immunization Clinics, provides travel vaccines and information specific to where you are traveling to, can bill vaccines to most private insurance companies and flu vaccines available in the fall.

Offers many activities and a wide variety of programs for families to participate in. Facility is equipped with a training center, wellness, fitness, and exercise classes, locker rooms, gymnasium, youth and family center, and child watch. Some locations offer an indoor pool as well. 

Also offers physical therapy and rehabilitation services on site through partnership with Swedish American Health System.

Provides the city government departments and other city information. 

Offers fixed route transit.

Offers adult and child immunizations. Influenza shots are offered during the flu season (October through March).

Offers hands-on training sessions that provides information about opioid overdose and administer NARCAN to reverse its effects. Training can be done as an individual or in a group setting. Sessions are available for employers, families, community groups, and faith-based organizations throughout the Sauk Valley area. 

Offers hot meals that is served five days a week. Services also includes home delivered meals for homebound seniors.

Provides assistance on a temporary basis for a limited time for basic needs that may include rent/lot rent, interest on mortgage, utilities-gas, electric, water; food vouchers for clients who are unable to work.

Offers emergency assistance for rent and utilities for residents of Riley Township. Can receive help once every 12 months.

Provides public services related to court proceedings and maintains records of all court records. This office receives, files, and maintains all of the documentation that comprises the official court record for the following case types: felonies; misdemeanors, traffic violations, ordinance violations, civil, family, or paternity court cases, juvenile injunctions, restraining orders, and small claims court cases. The Clerk of Court is responsible for the collection of case related fees, fines and forfeitures, case management and event tracking, budget planning, records management, courtroom operation support, jury management, and facility planning.

This office issues copies of divorce decrees for divorces granted in the county court and provides assistance and necessary forms needed to file a petition with the court for a legal name change.

Also provides a resource for County residents who choose to represent themselves in court or have questions on divorce, child custody, paternity, grandparent rights. Information on legal fees and costs for hiring attorneys is also available.

Provides law enforcement services to the Mount Vernon and Lisbon communities, including access to 911 services for emergency assistance, where trained personnel assess requests and coordinate responses with appropriate emergency agencies such as law enforcement, fire, paramedics, EMTs, or ambulance services.
