Provides free consultations and low-cost services for DACA renewals, citizenship, adjustment of status, asylum, work authorization, U visas, and more. 

County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. Must be a resident in Iowa for the past one year and 6 months of that year in Clinton County.

State level services do not require wartime service. Assists in completing applications for the Iowa Veterans Aid Fund, fee exempt fishing and hunting permits, applications to the Iowa Veterans Home, waivers of tuition.

Federal level services provide and/or complete Veteran Administration forms for claims relating but not limited to service connected compensation, disability pension, widow's pension, burial allowance, grave markers/headstones, educational benefits, home loans, insurance, indebtedness, and character of service upgrades.

Employment services including job matching and referral, job search and job placement assistance, career guidance and assessment, employer services, labor market information, apprenticeships, veteran services, resume design, interview skills development, and a variety of other programs and services.

Computers with internet available.

Many services also apply to out-of-school individuals ages 14-24 with employment barriers, including:

-- Paid work experience, summer employment, and on-the-job training opportunities

-- Tuition assistance

-- On site tutoring

-- Support services to assist with application fees, enrollment fees, work attire, school or work supplies, etc.

Offers a variety of items available for check out, including books, DVDs, audio books, art prints, and a digital collection of databases, e-books, and e-audio, free public access computers, wireless Internet, readers advice and reference, and paid services such as printing, faxing, and copying. Proctoring services are available with notice.

Public library providing access to materials, including print, electronic, streaming, and downloadable items. Materials are available for circulation and in-house reference use.

Programs offered that encourage family literacy and children’s access to the arts.

Computers which users can access to do word processing, resume writing, and spreadsheets.

The mobile library has a set of designated stops to serve all of Rock Island, Milan, and Blackhawk Township. The library on wheels includes access to print and electronic materials, as well as WiFi, tablets, and computers.

Crisis team (Engagement Specialist and Crisis Counselor) provide mobile crisis response. Services include on-site counseling, mental health evaluations and assesses the need for psychiatric hospitalization.

Under the direction of a physician, a team of health care professionals will develop a plan of care based on individual needs. Services offered to home health patients include but are not limited to:

- Case Management.

- Telemonitoring.

- Rehabilitation Services.

- Supportive Counseling.

- Pediatric Care.

- Intravenous Therapy.

- Pain Management.

- Wound and Ostomy Care.

- Diabetes Management.

Registered nurses are available 24 hours a day by phone to provide specialty care for patients with virtually any medical diagnosis.

OSF Home Care also offers:

- Diabetes Supply Program which provides comprehensive, convenient supply services and home delivery of diabetes products.

- Home Infusion Pharmacy which specializes in providing home intravenous therapies, clinical therapy management, and other related support services not available from most traditional retail pharmacies.

Offers assistance for older adults, who might otherwise need nursing home care, to remain in their own homes by providing in-home and community-based services. Services include comprehensive care coordination, adult day services, in-home services (cleaning, meals, laundry, shopping/running errands, and personal hygiene), emergency home response service, and automated medication dispenser service.

Provides an alternative school giving students another change to succeed. Offering tools, support and different teaching methods to help students learn in the way that works best for them. 

Alzheimer's support group held the second Monday of each month at 1 pm.

Life after Loss support group held the third Tuesday of each month at 5 pm.

Provides outpatient substance abuse assessments, group and individual counseling, state-approved OWI classes, and aftercare for adults and juveniles. Second Chances is an Iowa weekend OWI jail diversion program. It is an alternative to jail for people convicted of first offense operating while intoxicated. Along with being an alternative to jail, Second Chances provides the mandatory Iowa Department of Transportation Drinking Drivers Education training — all in the same weekend. COURT APPROVAL IS A MUST TO ATTEND. Time spent at Second Chances will count as the mandatory two days in jail. All instructors are certified by the Prevention Research Institute in compliance with the Iowa Department of Transportation's requirements for driver's license reinstatement.

Provides law enforcement and jail services to the county.

Provides access for people with disabilities to spend time in the community and build social skills. Activities include learning how to have conversations, manage feelings, budget money, and make purchases. The program offers support to help people learn how to get around and take part in community activities with less help while building confidence and relationships.

Assists individuals and families that have an immediate need with a gas card to a local gas station when they are available.

Provides counseling services to help individuals, couples, and families experiencing a range of difficulties. Also provides consulting services for families.
