Provides standard and emergency assistance to Air Force and Space Force families when unexpected financial emergencies arise with no-interest loans and grants. The programs are intended to help meet immediate financial emergency needs and help make a positive step toward a lasting financial solution. Assistance many be in the form of loans or grants.
Assistance programs may help with emergency assistance for rent or utilities, medical or dental care costs, funeral expenses, vehicle expenses (repair, payment, insurance, gas, etc.), pet medical care or transportation to/from an overseas assignment, food, personal hygiene items, child care expenses, and more.

Provides nonperishable food items to those in need. May also direct callers to nearby food pantries. Personal grooming supplies and hygiene items available. Provides referrals if additional help is needed.
Dominican Literacy Center
Offers classes to women wishing to learn to read, write, and speak English.
Students are individually tested and receive materials targeted to their goals and learning level. Students come for tutoring for 1 ½ hours a week, and may also participate in twice-weekly conversation classes.
All classes and tutoring are in English.
Women may also check out bilingual books to read to their children. Some training materials (documents and videos) are available on website.

DHS administers the applications for Medicaid through ABE (Application for Benefits Eligibility), which is the part of the DHS website where Illinois residents can apply for Medicaid, SNAP, and cash benefits.

The Bureau is the service agency for all refugees enrolled in FIP, the state welfare reform program. Now offering a Commercial Drivers License (CDL) program. This program will help participants prepare for the class, enroll into the DMACC CDL program at no cost, and obtain a job after completion. Participants will also qualify for “Jump Start” training specially designed to help English Language Learners.

LIHEAP (low income home energy assistance program) provides assistance with a utility bill. Applications are accepted November 1 – August 15; for elderly or disabled individuals applications are accepted starting October 1. Income must fall within 200% of poverty guideline. Call for an appointment. A letter has been sent to those who may be eligible for early application in August or September.
Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.
**This program is not designed to pay a household's total energy costs. The program will provide supplemental assistance based on several factors. This is a one-time payment to your energy provider.
