Programs such as the Beginning Farmer Loan Program assists new farmers in acquiring farmland, buildings, machinery, equipment, or breeding livestock at reduced interest rates. Beginning Farmer Tax Credit Program offers an incentive to landowners for leasing their farmland, machinery, or equipment to beginning farmers. Loan Participation Program helps secure down payment assistance for an agricultural purchase. 

The Clubhouse at Liberty Centre offers dervices including day support, supported employment (clubhouse volunteer work, transitional employment and supported employment), housing, and transportation. It also manages 4 apartment complexes for people with mental illness and can assist in obtaining housing through local housing assistance programs.

Provides help for students and parents to obtain the financial resources needed to fund post-secondary education. Iowa students can take advantage of Iowa Student Loan’s interest rate and fee reductions on Federal Stafford Loans, Federal Plus Loans, Federal Grad Plus Loans as well as private loans including the Partnership Loan.

Free universal home visit program offered to every family in Lancaster County who has recently welcomed a newborn into the home, or given birth, including foster or adoptive families and families experiencing infant loss.

A highly trained Registered Nurse comes to the client's home at around three weeks postpartum to assess mom and baby, including weight and measurements, offering lactation support, providing education on topics relevant to all families, and answering any questions.

Provides energy assistance for eligible low income families in which a benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent.

Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. Provides professional counseling and casework services for individuals, marriages, and families experiencing a variety of social, emotional, and interpersonal problems. Works with a variety of issues such as, anxiety, depression, family and adolescent issues.

The goal is to provide clients with the skills necessary to surmount a problem, and/or link to the services that may help prevent a recurrence of the crisis that caused them to seek out services.

Offers a food pantry and clothing pantry. Provides referrals to appropriate services when needing emergency housing, transportation, help with medical bills, and job searching.

Provides management of the Opportunities Quad Cities initiative, a collaboration of volunteers who have experienced success in their lives ("Navigators") who work with individuals and families struggling with poverty ("Neighbors"). Navigators support Neighbors one-on-one to connect them to specific community resources that can alleviate a barrier to success and help them move forward permanently out of poverty. Navigators have worked with Neighbors to resolve legal issues, parenting struggles, continuing education, and many other situations that keep people in poverty. Services are offered at two separate locations in Davenport and Rock Island. The Davenport location focuses on helping individuals and families who have been victims or witnesses of crime (reported or unreported).
