Works to improve the quality of life for rural Americans by ensuring access to safe, well-built, affordable homes. Acting as a housing authority, the agency provides information on eligibility and vacancies for subsidized and public housing, administers Section 8 applications and vouchers, and manages rental payments. Services also include monitoring and analyzing the housing environment to support the development, finance, management, and preservation of diverse housing options that enhance community livability and empower neighborhoods. 

Additionally, the program offers loans for individuals seeking to purchase their own homes or refinance existing mortgages to expand home ownership opportunities.

Offers a public housing program, but does not participate in the Section 8 Housing Choice Voucher program, so voucher holders cannot port to this housing authority. Manages 60 units throughout Piatt County.

Assists individuals, community organizations, non-profit and for-profit developers in rehabilitation, repair, and creation of projects that improve the condition of, or contribute to the development of both rental and owner occupied affordable housing in the four county region. Additional assistance will be available for first-time homebuyers for down payment, closing costs and, if necessary, rehabilitation in conjunction with home purchase. Priority will be given to projects addressing repair and rehab issues in aging housing that benefit low income level residents. (i.e. plumbing, electrical, roofing, structural, energy efficiency, lead paint issues and handicap accessibility). The Board will consider both owner-occupied and rental properties, with loan details varying depending on the applicant’s situation, as detailed in the program guidelines.

Provides access to rental assistance apartments to those that are income eligible, including HUD housing apartments.

Section 8 Housing Choice Voucher (HCV) Program provides monthly rent subsidy for eligible individuals and families. Housing Rehabilitation: Financial assistance to home owners and landlords for emergency rehabilitation to property and home ownership down payment assistance program. Housing & Redevelopment initiatives involving City participation. Must apply on the website.

Properties are located in Oregon, Polo, and Forreston. Rent is based on 30% of the applicants income with a minimum rent of $50 per month. There are also established ceiling rents, so depending on the size of the apartment, the rent will not go over a certain amount.

-- Housing Choice Voucher Program:  For this program, participants seek housing in the private rental market. Tenants pay 30% of the rent which is based on their income and the housing authority pays the balance due to the landlord. There is currently an open waiting list for Section 8 vouchers.

One-bedroom, smoke-free independent living units for persons who qualify for a subsidy.  Income-based, subsidized rent may be available for qualified individuals through HUD or USDA/RD.
