USDA Rural Development - Area 3
Works to improve the quality of life for rural Americans by ensuring access to safe, well-built, affordable homes. Acting as a housing authority, the agency provides information on eligibility and vacancies for subsidized and public housing, administers Section 8 applications and vouchers, and manages rental payments. Services also include monitoring and analyzing the housing environment to support the development, finance, management, and preservation of diverse housing options that enhance community livability and empower neighborhoods.
Additionally, the program offers loans for individuals seeking to purchase their own homes or refinance existing mortgages to expand home ownership opportunities.
Thayer County Offices
County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service; must be a resident in Nebraska for the past one year and 6 months of that year in Thayer County.
State level services do not require wartime service. Assist in completing applications for the Nebraska Veterans Aid Fund, fee exempt fishing and hunting permits, applications to the Nebraska Veterans Homes, and waivers of tuition.

Urban Development
Direct/Deferred Payment Loan provides assistance for low and moderate-income homeowners located in low/moderate income areas. Provides direct loans at 0% interest with moderate monthly payments. If unable to get a direct loan, deferred payment loans are available at 0% interest with monthly payments deferred for two years.
Emergency Repair Loan is a 0% interest deferred payment loan, with no payments as long as the borrower keeps ownership of and lives on the property, for emergency repairs (replacement of furnaces, water heaters, dangerous wiring, etc.) to very low income home-owners citywide. Income cannot exceed 50% of Lincoln median income.
First Home Program provides assistance for low and moderate income first-time home buyers citywide who have not owned a home for 3 years. Some exceptions may apply. Must complete Home buyer Training offered by NeighborWorks Lincoln. Deferred loan assistance is available for gap financing and housing rehabilitation. Annual income cannot exceed 80% of Lincoln median income.

County level services provide direct emergency economic aid for vital necessities to veterans, their widow, and dependents, according to their needs. Personal visits for assistance and claims to housebound veterans or dependents. Must have an honorable or under honorable conditions discharge from active duty or wartime service. State level services (do not require wartime service) assist in completing applications for the Iowa Veterans Aid Fund; fee exempt fishing and hunting permits; applications to the Iowa Veterans Homes; and waivers of tuition.

Programs available:
- Single-Family Housing Programs: Direct loans or loan guarantees for low- and moderate-income rural families for mortgages and home repairs. Additionally, grants are available for health and safety repairs for individuals over 62.
- Multi-Family Housing Programs: Loans for affordable rental housing for very-low- to moderate-income residents, the elderly, and people with disabilities. Funds may also be used to buy or improve land and provide necessary facilities such as water and waste disposal systems. Rent assistance is available for rural residents.
- Community Facilities Programs: Loans, grants, and loan guarantees for essential community facilities in rural areas, with priority given to health care, education, and public safety projects.
- Business Financing Programs: Financial support, including loans and grants, for individuals or groups seeking to establish or expand businesses in rural areas.
