Eligibility
Must meet income requirements, individuals who participate, or has family members who participate, in certain other benefit programs, such as SNAP, SSI, TANF, automatically meets the eligibility requirement
Required documents
Proof of income for the last 30 days (paystub, check showing a fixed income amount (e.g. SSA, VA, DHS benefits) or other proof of documentation for any income source), copy of most recent bill for heating and/or electric bill issued within the last 30 days (if energy is directly paid for), Social Security card or ITIN (residents without an ITIN or SSN can still apply and their local administering agency will advise accordingly), copy of rental agreement (if renting) showing that heating utility(ies) is/are included, the monthly rental amount, and landlord contact information, proof the household received TANF or other benefits, such as Medical Eligibility or SNAP, if receiving assistance from the Illinois DHS

Application process
Call to set up an appointment, if the household is below 25% on a delivered fuel and cannot get a delivery on their own, or the household is trying to move into a new address and has bad debt, the household must contact the main office for Emergency Reconnection Assistance, after application has been submitted, wait for an email or phone call from the local administering agency to review and confirm eligibility and determine the enough of LIHEAP benefit available, if the county agency has not reached out after 3 weeks, make direct contact with them

Provides energy assistance for eligible low income families in which a benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent.

Applications accepted starting October 1-August 15 or until funding is exhausted. October 1 is for older adults (age 60 and older), individuals with a disability, families with children ages 5 and younger, and households that are disconnected from their utilities/energy vendors, have a disconnect date within 7 days, or have less that 25% in their propane tank. November 1 for all other income eligible households can begin to apply.

Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. If the homeowner's furnace is not working or is dangerous or emitting carbon monoxide into the household, LIHEAP may be able to provide a furnace repair or replacement. Contact for more information.
