Must demonstrate proof of emergency situation in the past six months and be resident of area served for at least one year, must be able to pay a portion of rent or deposit and employed to prove rent will be continue to be paid; Security deposit assistance requires a need for relocation (such as fleeing domestic violence, divorce, eviction, etc); cannot be receiving section 8 housing vouchers
